I am a novice. I want to build a two wire version of Buck Converter to go from 24V 4A to 17V 4A to charge a difficult to reach, 12V battery

Charging a battery -- what kind of battery -- you'll need thermal management, over-charge protection etc. depending on the type of battery, charge current etc. Analog Devices, Tex Instruments and OnSemi have chips especially for this purpose. Search for one which has an "Evaluation Module" -- it will save you a lot of heartache.
