Restrictions on using audio content

Copyright law has no time limit; even 1 second can be flagged as infringement. You cannot use copyrighted music. The counterexamples you may find simply go unnoticed and may be discovered/deleted later. This is a general rule on public forums; the moderators of this forum will be able to give you more specific guidance.

For comparison copyright free music is used.
Youtube has whole library, often with songs that sound very " familiar" to popular songs.
Also Youtube shorts allows the use of copyright music. They choose the artist available.

Can be used for educational use, and people do it all the time legally.
Plenty of " heard for the first time" or " reaction" channels. That pretend to have never heard very popular songs.
Then give first reaction. So it is done. Likely well covered in very very long legal description when you open a account.
Do not know the details, but it is done.
Probably just use the " first time reaction songs" that are popular since all the channels just copy each other to hit the search algorithm faster.

More funny how dumb and fake they act and pretend they have never heard the song, or pretend to like it for views.
I think details and disclosure must be included in video description amongst other things to make it legal.
Often a link to " buy" the track you used. All about money, so play their little game.
