I like a challenge but this is not an easy build, Mr Moglia isn't big on detail. Had a quick look over on his site, a lot depends on what valves you use. Building this for someone else looks fraught with potential problems, I'd recommend you get someone local ish to you if you can, it'll want someone very experienced with a machine shop too probably.

Ale Moglia's circuit is not hard to build. In fact he provided documentation of "how to build it" in his website that are easy to follow if I recall correctly. Besides, Ale is a great guy and will answer your inquiry if you send him an email. The power supply behind it is where you have to think a little bit.
I suggest using Rod Coleman's (another tremendous guy to deal with) regulator and Raw DC kit for the project (link is here Lyrima) for the bias and Salas High Voltage (HV2)shunt reg for the regulated B+ (Salas HV2). Another challenge that might arise is finding a quiet pair of 01A or 201/301 valves.
I am in Southern California and had been using my 01A preamp for years now built from aforementioned boards and power supply components so I have experienced in this preamp. It sounds great. Mine is not being use right now, and no inclination to sell, since I have dialed in my BA-3 Front End preamp.
