I don't understand your hint. Of course, Texas Instruments is not a Chinese company and TI is the only manufacturer of this chip.
Because of supply issues a few years ago, Allen & Heath stopped using this type of chip for a balanced line driver and use a TL072 instead.
Turnes out cheaper to produce and more reliable. There are many 16pin SMD to DIP convertor boards available.
China does not produce Ti components and the likelyhood is obvious.
