Wow. Your pic doesn't show the faked voltage rating. Is it at least 35V?

I think you may be taking this out of context. When restoring some old equipment the original can capacitors often are no longer available. So to keep the cosmetics the same you carefully open up the old ones, remove the guts and install a new smaller unit of equal value.
Not the case here, but I can't imagine it is profitable to otherwise fake a capacitor. More likely someone wanted the look of a bigger can and did not have the original. So they picked a can to match and installed a lower value capacitor. Most likely unaware the larger value would also work.

The outer sleeve of the cap on the left shows no signs of being cut to put the smaller cap inside. It appears therefore that the cap was made in a "factory" with the intention to deceive.

There are so many threads on DIYAUDIO that ask about Chinese and ebay components being fake.
This one clearly is a scam as the capacitor values are quite different.
A quick search on google brings up numerous fake capacitors.

The parts faking problem is as current as today´s paper, so it´s a good example.
FWIW just this week a friend was happy with his latest Alibaba purchase: 10 x TDA2050 for U$8.50, free delivery from HK or PRC to his door.
TDA2050 are out of production for about a year now and dealer shelves were *swept* , mighty Mouser sold remaining 28000 stock in a week (I bought 100 of them).
All of the "fresh" ones cracked and blew after about 1 hour, current faking is to relabel TDA2030 , which are very good and still in production but have a WAY smaller die.
Very similar to the fake capacitor case.

Sometimes a smaller modern capacitor is put inside an old failed capacitor so the amplifier still looks original.
