Couldnt that be pretty easily ironed out using DSP filters? I thought all such FR drivers had some "specific character" that could use a bit of tweaking. Some just get used to it and like the sound of a particular driver as-is.
Regarding achieving a flat frequency response I'd believe that starting out with a pretty good design initially, then adding the minimal frequency corrections is going to be similar to amplifier designs and amount of global feedback.
I'd work on that 2-4k region using DSP and - with my ears - leave the 10 - 20K levels untouched.
