Are there any sub amps available that do the same job as a plate amp.
I want my sub amp to be in my equipment cabinet.
It must of course have cover and preferably phase adjustment and also some eq

Check out Parts Express dot com, they have a 230w (dayton audio SA230) and 1000w (dayton audio sa1000) versions of a rack/table top amp with all the adjustments of a plate amp. Sorry don't know a UK distributor.
Reckhorn makes a woofer preamp that can be used with any power amp.

You can buy simple subwoofer controllers off eBay that will convert a power amp to sub duties. They'll give you frequency and volume control but will need their own power supply, usually 12v
Might be worth a try.

This sort of thing.... Preamplifier Board NE5532 DC10-24V Subwoofer Preamp Low Pass Filter Plate | eBay lots of different ones, pretty basic, but should do the job
Interesting solution for this task for example is one from Crown XLS 2 line. Yes this is not build directly for home use but has nice features like DSP crossover, EQ, RCA and XLR connections and more than enough output power even to low impedances. Even in Hifi circles it has a good reps of these amps.
Use PA amplifiers with DSP controls
All depends on what design you are using, how low it goes and other details. Some PA amps have limits on their high pass filters, say 20Hz and some of them have switches with a fixed frequency.
Some people snatch up the Behringer iNukes and manipulate and stack filters to force them to high pass lower--always an option. Do the research on whatever PA amp you desire, the XLS Crowns are quiet but the "DSP" is just crossover filters, if you want full delay control, parametric EQ and so on--get a Mini DSP and have a great time.
Good luck!

BK electronics sell Plate amplifiers in the UK.

2 of the range seem to be lateral mosfet amplifiers which BK electronics have designed and sold for many years.

Your best bet in terms of price would be do get the popular inuke series from behringer. They have dsp versions that are very capable but mine had a large pop when it would power off so I had to return it. I read up on it and it seems to be an issue with the dsp units. So, my real recommendation is to get an inuke without dsp and get a small miniDSP 2x4 box. It has all of the EQ you could imagine. At $105 or $80 for the board (exact same unit, just no fancy aluminum box around it) it's a no brainer. That's what I've been doing for my ids-25 clone and it is great. Parts express is the place to go.
