I was always thinking about how to reduce the ground noise but just found that Telos Grounding Noise Reducer and was a bit curious what is it working principle? Any idea?

Timeless example of a classical snake-oil company, I'd say.
The GNR looks like a dual version of their "Quantum Noise Resonator" -- which seems to be a parallel mains filter with some LED gimmicks -- with even more gimmicks.
Plus a series of grounding posts all connected together (and probably to PE as well) via some simple RLC networks.
