Can anyone help me with the proper thread size and length of a typical Nema 5-15 plug's terminal screw? i.e. Hubbell 5266, etc.

Not my area of expertise, but I would not assume all brands are the same automatically. I would assume the outer parts fit a standard, and probably the insulative qualities of the housing, but the interior can be whatever dimensions the maker cares to make them, within terminal isolation requirements. I could be wrong.
In my minds eye I'd guess 8-32, which agrees with that data sheet.
