Yamaha RX-V2400 shuts down after power up

My Yamaha receiver shuts off within a second of power up. I have put it in diagnostic mode and see that it has error code "PS PCT 030 K". I have downloaded the service manual and it says that it is a power supply issue. Anybody have any experience with this receiver before? Also noticed that while in protection bypass mode the heat sink gets pretty warm but fans never come on. It never sets a temp alarm after an hour on. I should be able to test that fan manually I believe?
 
OK the heatsink is getting warm because 7-8 regulators are mounted to it. The error code is saying that the power supply voltages must be off. Power supply good range is from 19-29. Mine is reading 30. measured all of the voltage regulator outputs and they look good to me. I don't know how sensitive the protection is. Only off by one from 29 and some regulators are off by a .1 volt dc. It might be worth swapping out regulators with new ones. The last Yamaha receiver i fixed had a bad reg.
 
Ok an update. According to the manual the error code should indicate that a voltage level in the poer supply is off. I measured all the PS levels at the regulators(3 term.) and they are all within .1 volt or closer. I went ahead and replaced the regulators and it still has the same error code. I 'm needing someone who has experience on these Yamaha receivers to chime in. It seems like there is not really anything wrong with voltage levels. Is there a way to reset the unit? Going through the diagnostics the PS level reads between 26-28. It has to be above 29 to set the PS error. When reading the error code it says it is 30. That doesn't agree with the PS reading from above. Is there a better website for repair questions somebody can suggest.
