On-On always has connection between the pole and one or the other field contact. Spring pushes pole to one side or the other. No park in the middle.
On-None-On has a center position where the poles are not connected to any field contact. Different spring mechanism. At least it is supposed to be disconnected. Sounds as if your salvage switch was defective if center position had contact to one side.

The On-None-ON has no center-position, just jumps from left to right, just like the ON-ON. go figure why they'd have these two in the programme.

Defective would be the obvious probable thing, yes. Although the used one was a new one too, but probably ordered without paying attention to the "details" aka its function...
