I have the version with PSU included.
One set with components already soldered and transformers as well, some without components on them.

The power module is not working properly for me with this(C13) capacitor.
with this cap. I have 3V at the output of LM317.
so, I removed capacitor and now I have 12V, which is OK, and relay is working properly.
any ideas?

C13 is bad, leaky, or it was installed backwards.
