Will these chips render this lens useless?

This lens is a charles beseler 18" EF Series III, with nice glass except that there are some chips around the edges; the largest of the chips is shown here... so is this lens junk? or can I still use it for a DIY setup?

It's fine. Chips on the edge won't show up in the projection unless they are REALLY big.

Fill the chips with black paint to avoid any spurious diffraction (old photographer's trick ).
