It might drive some high impedance headphones at a modest level at a push.
That seems about right. The near-identical TL072s are measurably unhappy with anything from 2k2 down, but still do a decent job driving 600 ohm headphones. They're a little noisy, too, and I do think they suffer from latch-up when the input gets near negative supply. At least power drain is quite low.

It's a very old, very inexpensive chip. They were used by the bucketload in the 1980s, but are well past their prime now.
 
No, not much good to build an amp out of it, at least not anything useful because whatever your source is will be able to drive speakers as well as a TL082 in between source and load could, UNLESS you put a higher current capable buffer after it, which is what you more or less end up with by just buying and using a proper stereo amp chip instead.

Use chips with MORE current capability than you're likely to need, rather than less.
