I have fallen in love with the Pearl Acoustic Sibelius but can't afford it.
Is it possible to clone it or build something similar? Please advice

That is a commercialisation of the Pencil enclosure with the Mark Audio 10.3 driver i think, or at least a variation of it. It's an mass loaded transmission line cabinet.

Ok, it's a TQWT style of speaker, which is also not that different als a classic MLTL. The sound will be slightly different altough due to the expanding pipe but it uses the same kind of mass loading of a resonance pipe.
I don't know any design that did this for this driver but the Frugalhorn XL. That will probally your best bet for a close match then except a bespoke design (which is expensive). The plans are also on the frugalpile website i linked before, but need a little donation for all the details i thought. If you want to go bespoke, contact Scottmoose (Scott Lindgren from Woden Designs) as he is the specialist on this, and also the guy who made that frugalhorn and Pencil design.

I note that these guys (ie Harley) did talk to Scott as he was putting this together and was also going to do a FH3 derivative for the Alpair 7, but it turned out not to be feasible because it cost essentially the same as the larger one.
So you can be assurred that this design was heavily influenced by the forum.
An example of what the difference between doing it yourself, and buying a similar design done very well in French Oak and sold retail.
Worth the money if you are into buying at the store, but diying your own is the frugal-phile™ way.

well, I stated it as beeing tricky, but that's only half of the truth. If you look at Martin J. King he said that there are three kind of TL cabinets: the straight one, the conical expanding (like a TQWT) and the conical reducing. And when you close one end (SL) it only makes sence at the first two and you add a port (with a smaller area than SL) you get an MLTL. So in the end the Sibelius is an MLTL (a TQWT with a port).

Conical is incorrect. As we see in the Metronomes a cone gives a second order taper, and typical TLs are linear.
So, given that a Met is a TL, one can have more than 3 types of design.

Scott’s Pensil design is a pretty damned easy build - unless you get really anal with internal bracing 😱, or exotic hardwoods that require higher level of wood craftsmanship. I’ve build several for different models of MA drivers, and A10.3s have served in my small home theater system for at least 5yrs now.
I usually hate YouTubes, but this guy is good (at least the first 5 min).

For a long time I have been interested in single driver speakers and I've had my eye on a Pensil 11 kit from the earlier mentioned shop for a while now. I like the project and the frugal side of it. However, It seems that there can be big differences between one single driver speaker design and the other. Is there anything that can be said on how close the performance of a diy Pensil could come to a Sibelius speaker where the manufacturer spent a lot of time in optimization?

That cannot be understated.there can be big differences between one single driver speaker design and the other.
I have not heard it, just its smaller sibling, but it appears it is hard to beat the MAOP 10.2. There is (or should be) a Pansil for that as well. A11.ms is in the same league as the A10.3 (derivative?) as Sibelius.
