You're saying that there is no conductivity (the meter has no change in the display) when you measure any of those, compared to the probes in contact with nothing but air?

No conductivity whatsoever. Probes read .3 ohm when touched together. It is not auto ranging, I tried all measurement selections (200 ohm, 1k ohm, 10k ohm, ect. All the way up to Megaohms)
R152 reads 8.75k ohm and R151 reads 8.12k ohm.
The only thing I can think is I may have measured the IC that I removed from IC1 instead of the one I removed from IC3. I tossed them in the trash after replacing them.

Update: swapped MCU with working one. I have drive signal to IC3 for a few seconds and then the amp lights up power and protect LEDs and drive goes away. IC3 does not send any drive output even when drive is being sent by MCU. Tried replacing IC3 again just to rule it out and still having the same issue
DCV on pins 1 and 8?
The scope was saying 160kHz but I couldn't confirm with only part of a cycle. It's much closer to 22kHz which is probably about right.
