Many years ago, I was working as production foreman at Infinity. We had a case of slightly defective 2" Peerless tweeters we weren't doing anything with.
I took 25 of them, laid them out edge to edge, wired 5 by 5 series/parallel. We found it was very nicely directional above 5kHz, and was fun chasing each other around the parking lot. Management labeled it, "experimental death ray", and put it on display in our public listening room. Didn't take a whole lot of power to run it, either.

Look into mechanical sirens like the air raid kind. Once I did find some documentation about dimensions vs frequency. Much easier than driving a bank of tweeters at many kilowatts. My neighbors dogs are annoying as well. Can't even eat dinner in the summer without the barking echoing off their house onto mine.
We have for years had the cat dung problem on the veg plot. This was worst on seedling beds.
Sound guns do not always work but I have found a better solution I came up with over 20 years ago that did work.
I fitted an old car ignition coil with a small CDI unit that only fires when the voltage reaches a set level and fed it with an old flash gun power unit fed at low voltage from a wall wart with a dropper resistor. The resistor kept the case dry in winter.
Guard wires run over the seedlings.
I have made more units with an SMPSU chip and a more modern ignition coil. These stick about 15 cycles of 750Hz out at 10KV every second or so. Not a single 50HZ half cycle like the old one does (still in service).
The cats don't get time to dump the offensive bodily waste and return to there owners house and dump it behind an item of furniture instead. One once sat on the garden path and sulked for three days before it gave up.
It just gives the offender a sharp nip and then gives time for the offender to depart before it gets another nip.
You do not want to knock the thing down as the pulses will make it thrash about on the ground and do more damage before killing it.
I feel that cats could do with being kept indoors during the bird nesting season as this is also the worst time of year for angry gardeners with newly planted seedlings resorting to poison bate and will save a lot of vet bills.
