Cannot determine cap polarity from this wiring diagram

Lol... yes def a build error... lol...

Coupling caps are weird to me to be sure but then its all alien to me. Sound in to exit there is the .1uf on pins 1 and 6. same tube pins 3 and 8 lead to where the .39 and second .1uf are joined. Then there is a double barrel coupling cap unlike the little rectangular jobbies at audio output.

(Waves hand) you will not see that all solder points look like a 5 year olds face in winter...

I just meant it is what I pictured, unlike the others that look like now-n-laters.

I need to power a small board to operate the magic eyes as VU meters, which calls for 250v. It is inconveniently placed but I believe read 320 DC, which I found confusing. Will test again later today. Now off to work.
 
So I think it's a fairly clean build. Everything works to be in order. All of the resistors are correct, nothing is rubbing or touching.. there was one thing that next me throughout this bill
