I need to replace old cap cans, the replacement I want to install have the bolt on the bottom for the affixtion.
The question if I can cut the bolt and how close to the cap surface?

You can certainly cut the thread, but you have to make sure that no stress from the machining is transferred to the can itself.
If you hold the thread in a vice (possibly via a nut), and leave the cap free, that should do it.
Afterwards, you can grind (gently) the remains, to leave a flat surface

Thank you for the comments, I think I will try to cut as the price is better than the non-bolt version of the same model.

Is the price difference so high that you want to go with all of this trouble when you can get the non bolt caps you want ? What if you damage the caps?
Yes, it's best to insulate, but i would just get the non-bolt caps and be done with it
