what I mean is a swiss army knife of preamps that can be plugged into many different devices to have cellphone as a source Pandora youtube or other music service.

I have had pretty good luck just using a standard adaptor cable (mini stereo plug to RCA pair) connecting my not-quite-cutting-edge smart phone (Samsung Galaxy SPH-L300, $30 on Ebay) 😱 to other "normal" home audio equipment (pre-amps, Behringer iNuke with RCA->XLR adaptors, etc.) Depending on the equipment, of couse, you may find that the built-in volume control provides enough drive for the amp or other unit(s) you will use You may not even need a conventional preamp. It will give you more gain but amplifies noise as well.
You are very right about "bang for the buck". If you already have a cell phone, an Android tablet or Ipad, etc all you really need is the aforementioned cable, any type of amp and speakers. I just threw away a 90s era mini-component system that had working amp and speakers, nix the cassette and cd player, that I had picked up from a neighbor's curb in December. "Spring cleaning" 🙂
If you need a pre nearly anything will work. Getting from a dumpster is not required 🙂 I have used one of those little "tube" headphone amps off Ebay ($50 or so).
Or you may look for a more "elegant" solution ranging in cost from severl hundred to several thousand dollars, that will hopefully look more presentable, will pass muster with you audiophile snob friends or your own insecure ego, and perhaps will even sound comparable to what you could have done with $100 worth of mail-order hardware 🙄
You can get amazingly good sound for ... how low do you want to go ? My current "cell phone" (bedroom) sound system is the cable ($5?), a Behringer iNuke (~$300) and a pair of DML panel speakers (~$50 in parts). Having several hundred watts per channel is overkill but it does address the gain problem somewhat 🙂
