Why? Simply put, the early Momentum amplifiers had accurate meters and, with typical real-world outputs being just a few watts for much of the time, the needles were barely moving.

Any power meter that dosnt measure the current is not accurate. At a constant voltage out if you change the freq ( the meter reading wont change) the speaker current and power will change with impedance, especially around the speaker resonance where a 8 ohm speaker can be 30 ohms, and at some freq its 6ohms, thats 5 times power difference depending on freq. So pretty much all power meters are just guessing. But they can tell you if the amp is clipping and they look nice.
 
Just looked at that amp. The most useless meter Ive ever seen, not even logrithmic. Since most people never use more than 10 watts that meter will hardly ever move. And only $125k. Its like putting a 2000mph speedometer in a car. The marketing department designed that meter.
