how to get +/- supply from 2 SMPS?

Yes, but first make sure that neither +V or -V is connected to the utility earth on the AC side. If this is the case, then you may put them in series.

It's a Class-II isolated supply, so it's safe to connect the outputs in series.

This will work if the power supplies are isolated and I believe the Mean Well are isolated. Add a reverse bias diode on each SMPS output to protect against reverse voltage spikes.

How do I know the supply is isolated

If it has 3 AC wires going into input then its not isolated (laptop adaptor/ PC SMPS). Its very rare to see input and output , both isolated, in a 3 wire/plug SMPS. You can do continuity test with a DMM
Conversely if it has only 2 AC wires at input (floating earth) , then its isolated and safe to connect in series

Any supply using a transformer is isolated, look inside. You will also find the regulation feedback is isolated by means of an optocoupler.
