Media 'smart TV' middleware, streaming to PC to TV

Just want 'smart TV' functionality to a non smart TV by adding a PC. Mostly simple streaming of youtube to a small extent.

The priority is thumbnail based lists of videos which are easy to browse.

Willing to install any OS, eg Linux, dedicated/embedded, windows. Have a donor laptop, 2018 vintage with HDMI.
