I've done quite a bit of looking, and cannot seem to find any true parametric EQ solution in a true portable form. I'd prefer a system-wide EQ in Android* or a player for same. I'm open to a dedicated portable player too. I'm an occasional phones user via a laptop and JRiver, which has extensive EQ abilities, including parametric.

Thank you, it sounds promising. I notice that the "Poweramp Full Version Unlocker" at $6.99 shows 5 million + downloads. If those really represent purchases, it says a lot in favor of this app.
In my search for a player with parametric EQ, power amp was the one that solved my problem. There are others, but power amp implements it best, you can just add individual bands to your hearts content and the UI for it is well done.
There is another player called USB Audio Player Pro or something, it can load a toneboosters parametric EQ plugin, but the UI for it is absolutely terrible.
