In the datasheets for vacuum tubes we see the symbol Vao, which is the source voltage or B+ correct? Does the plate see this Vao initially when B+ is applied? Would this be like a peak voltage for a given tube? Is that why Vao is given in the datasheets? Am I making any sense? Thanks

Yup. There's no current drawn through the tube so there is no drop across any resistance to B+. B+ might be higher with no draw though depending on your circuit. This is about as knowledgeable as I get 🙂.
